DREAM stands for ‘Development of Resilience Empowering Alternative Measures in Arid and Semi-Arid Lowlands of Ethiopia.’
The annual DREAM conference take stock of tested and successful approaches developed for the lowlands in natural resource management, fodder and food production and access to water. The DREAM conferences are hosted by the Federal Ministry of Agriculture and regional government of Afar and the Somali region, supported by the German Development Corporation GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit).
The DREAM I Conference took place in Samara from 29 September to 3 October, 2019, in Semera, Afar. The conference brought a large number of people together and took stock of the best options for the development of the arid and semiarid lowlands in Ethiopia.
The objective of the next DREAM II is the coordination of all players around lowland development and the development of joint programs. The DREAM II conference will take place in Jijiga from 13 - 17 December 2021.
The final DREAM III Conference is scheduled to take place in Addis Ababa in 2022. It will discuss the scaling up of resilience programs with public and private sector, communities and non- government actors.

The DREAM II conference, the second in a sequence of three events, is dedicated to boost efforts by streamlining efforts towards those goals. The main DREAM II conference is planned for 13 - 17 December and will take place in Jigjiga.

Pre-Events: DREAM II Learning Events from March 2021 onwardsFollowing the success of the DREAM II pre-conferences, a series of Learning / Sharing Events will be organized on topics of common interest. The learning event is meant to create connections between different organizations working on this topic, to share experience and discuss the scaling of the good practices.
The first learning event took place on Tuesday March 9th, 2021, with the theme The Rangeland Fodder Nexus. During the event organisations with experience in fodder management presented about their work, followed by a panel discussion and formulation of lessons learned. The second learning event took place on Wednesday April 28th, 2021, 10.00 - 13.15 (Ethiopian Time Zone) with the theme Educational institutionalization of the Dry Valley Rehabilitation and Productive Use Approach (DVRPU). The Learning Event focused to what extent educational programs at the level of Universities and TVETs cater for the specific needs of the lowlands and the development of the lowlands. As part of this, the Learning Event discussed the educational institutionalization of Dry Valley Rehabilitation and Productive Use (DVRPU) Approach. Another Pre-Conference Event took place on June 16th, 10.00 - 12.00 (Ethiopian Time Zone). The event focussed on Strengthening woreda level planning and management for the lowlands. The Pre-Event took stock of the current policies and arrangement for woredalevel planning and coordination and how on the ground this can be strengthened so as to practical first steps to overcome these. Two more events have taken place in July and August. On July 29nd there was be a pre-event on 'Financial Management Capacity at Woreda Level' and on August 31th there was a pre-event on 'The Need for Regional Planning: the Case of Gully Control near to Jigjiga Town'.

DREAM II pre-conferencesFollowing the DREAM I conference of September 2019, three virtual pre-conferences were held, as part of the DREAM II conference. The three virtual events developed a joint programming with private sectors, civil society organisations, development partners and government partners for strengthening the coordination, cooperation, and capacitation in the Dry Valley Rehabilitation and Productive Use approach (DVRPU). Past: DREAM I Conference (2019)
The DREAM ASAL 2019 Conference was organised in Semera, Ethiopia between September 29 and October 03, 2019. Organized jointly by the Ethiopian Ministry of Agriculture and the Afar Bureau of Livestock, Agriculture and Natural Resource Development and the GIZ SDR Support Programme, the conference took stock of the most promising approaches in the arid and semi-arid lowlands of Ethiopia and the Horn of Africa and created the basis for networking and cooperation.
The conference hosted a large and diverse number of participants: pastoralists and agro-pastoralists from Afar, Somali Region and Oromyia, decision makers, international development partners, governmental implementers, civil society experts, researchers, and others. All-in all, more than 250 participants attended the event
A main outcome of the conference was the Declaration – signed by main organizations and signed by main government organizations and development partners and endorsed by all participants in the conference.
